WhatsApp API Pricing Changed on 1 October 2026: What Indian Businesses Now Pay for Replies

In short: Since 1 October 2026, Meta charges for WhatsApp Business API service messages — the free-form replies your team or chatbot sends inside the 24-hour customer service window. Each business phone number still gets 1,000 free service messages per month; after that, every delivered reply is billed at the recipient country’s utility rate, which for India is ₹0.115 per message plus 18% GST on Meta’s INR rate card. Utility templates sent inside an open window are now charged too.

For most Indian businesses that run support or sales on WhatsApp, this is the biggest WhatsApp pricing change since per-message billing arrived in July 2025. This guide explains exactly what changed, what it costs at different volumes, and the practical steps we recommend to keep the bill under control.

What changed in WhatsApp API pricing on 1 October 2026?

Two things that used to be free are now billable:

  • Service messages. Non-template replies sent while a customer service window is open had been free since November 2024. From 1 October 2026 they are charged per delivered message, after the first 1,000 per business number each month. (Twilio’s notice on the change)
  • Utility templates inside the window. Order updates, payment confirmations and similar utility templates sent while a window is open had been free since July 2025. They are now charged at the normal utility rate from the first message.

Marketing and authentication templates were already paid and keep working as before. Messages your customers send to you remain free.

What is still free?

  • 1,000 service messages per business phone number, per month. The allowance resets monthly and does not roll over.
  • Free entry point conversations. When a customer starts a chat from a Click-to-WhatsApp ad or a Facebook Page call-to-action button, the business can reply with any message type for free within that free entry point window (72 hours).
  • Incoming messages from customers.
  • The free WhatsApp Business app. The per-message pricing applies to the WhatsApp Business Platform (API), not to the free app on your phone.

How much does a WhatsApp service message cost in India now?

Meta bills a service message at the same per-message rate as a utility message in the customer’s country. On Meta’s India rate card in INR, that is ₹0.115 per delivered message, with 18% GST added on the invoice. Your Business Solution Provider (BSP) may add its own markup, so the rate you see on your provider’s dashboard can be a little higher. Unlike utility templates, service messages do not get volume-tier discounts.

Rates are Meta’s list prices for recipients with a +91 number, excluding BSP fees. Always confirm against Meta’s official pricing page before budgeting.

What will this cost my business? Three worked examples

These examples assume one business number, an average of five service replies per support conversation and the India rate of ₹0.115 + 18% GST.

Business sizeSupport chats / monthService repliesBillable after 1,000 freeApprox. monthly cost incl. GST
Small clinic or local store5002,5001,500₹204
Growing D2C brand or coaching institute4,00020,00019,000₹2,578
Busy e-commerce or service company20,0001,00,00099,000₹13,434

The per-message rate is small, but it now scales directly with how chatty your support is. A bot or agent that sends five short messages where one clear message would do is now costing you five times as much.

7 practical ways to reduce your WhatsApp bill after October 2026

  1. Answer in one complete message. Combine greeting, answer and next step into a single reply instead of several short ones. This is the quickest saving for most teams.
  2. Use interactive lists, buttons and WhatsApp Flows. Collecting details through a single structured form takes fewer back-and-forth messages than asking one question at a time.
  3. Fix your chatbot’s design. Many older bots send a menu, then a confirmation, then a “please wait” message. Remove filler messages that add cost without helping the customer.
  4. Train your AI agent properly. An AI chatbot that understands the question the first time needs fewer clarifying replies. Good training data directly lowers message count.
  5. Shift acquisition to Click-to-WhatsApp ads. Conversations that start from these ads get a free entry point window, so the first replies to new leads cost nothing.
  6. Track message categories in your system. Meta’s delivery webhooks report the pricing category of each message. Log it in your CRM so you can see which flows drive cost.
  7. Move to INR billing. Meta introduced INR billing for India on 1 January 2026, and partners report that eligible Indian accounts need to move to INR billing by 31 December 2026. Billing in rupees also removes currency swings from your invoices.

Does this change affect AI agents on WhatsApp?

Yes. Replies sent by a human agent or by a third-party AI agent inside the window are service messages, so both are billed the same way. Meta’s own Business Agent is priced separately (by usage rather than per message). Meta’s 2026 policies also expect AI on WhatsApp to perform concrete business tasks — answering support questions, giving purchase guidance or booking appointments — rather than acting as a general-purpose chatbot. A well-scoped business agent that resolves the query in fewer messages is now both compliant and cheaper.

What should you do this week?

  • Open your BSP dashboard and check your service message count for October.
  • List your top five chatbot flows and count how many messages each one sends per conversation.
  • Merge or remove messages that do not move the conversation forward.
  • Check that your payment method and billing currency are set up correctly.
  • If your volume is high, review whether an AI agent with better training can cut replies per conversation.

Frequently asked questions

Are WhatsApp service messages still free in 2026?

Not fully. Since 1 October 2026, Meta charges for service messages after the first 1,000 per business phone number each month. Replies within a free entry point window, such as one opened by a Click-to-WhatsApp ad, are still free.

How much is one WhatsApp service message in India?

Meta’s India list rate is ₹0.115 per delivered service message, the same as a utility message, plus 18% GST. Your BSP may add a platform fee or markup.

Does the 1,000 free message limit apply to utility templates?

No. The 1,000 free monthly allowance applies only to service messages. Utility templates sent inside an open window are charged from the first message.

Does this affect the free WhatsApp Business app?

No. The change applies to the WhatsApp Business Platform (API) used through Meta or a BSP. The free WhatsApp Business app on your phone is not billed per message.

Are messages from customers charged?

No. Messages customers send to your business are free. Only the messages your business delivers are billed.
